Director of Buildings, Maintenance & Grounds

Overview of Position
Reporting to the Vice President of Administration (VPA), the Director manages the day-to-day operations of custodial, grounds, and building maintenance for a diverse portfolio of leased and college assets on 4 campuses in Butler and Hamilton Counties
.  The Director provides direct management and supervision to personnel involved in the maintenance and repair of buildings and equipment; the care and cleaning of buildings and grounds; the operation of mechanical systems, roofing, building envelope, and maintenance of College properties.  Works collaboratively with Public Safety, IT, Lab Coordinators and Faculty to cost-effectively maintain and update facilities as needed. The Director assists the VPA with budget and planning by providing facilities and operational input on capital remodel and improvement projects, including working closely with engineers and architects in the specification development stages of these projects. The Director provides leadership in maintaining, modifying, monitoring, protecting, and continuously improving the condition, quality, and appearance of the College's facilities, buildings, grounds, and equipment to ensure a comfortable, healthy and safe environment for all faculty, staff, students and visitors.

Primary Responsibilities

  • Lead and direct the facilities services team, recommend staffing levels, optimize deployment of available staffing resources, and provide on-going training, development and evaluation of staff performance to ensure department and divisional goals and objectives are consistently met.
  • Administer procurement and fiscal management activities associated with building and grounds maintenance activities, which may include: RFPs, and contracts for custodial, grounds and maintenance related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving employee purchases; ensuring compliance with college and public purchasing rules; and/or performing other related activities.
  • Trouble-shoot and respond to after-hour issues as needed regarding the operational aspects of the facilities such as HVAC issues, fire alarm malfunctions, electrical outages, water leaks, etc.
  • Monitor the safety and accessibility of the College and its facilities. Serve as the point of contact for the department for code (e.g. ADA, Fire Life Safety) compliance issues, accessibility improvement projects, and/or other code related issues.
  • Update and maintain list of College facilities equipment, including life-cycle and replacement costs.
  • Monitor and oversee the work of external contractors to ensure terms of agreements are met and work is completed satisfactorily.
  • Collaborate with the VPA, Public Safety, and other stakeholders in the development and implementation of facility policies and procedures and for interpreting administrative policy for users of the facilities.
  • Responsible for managing and oversight of annual budgets for Facilities, Grounds and Environmental Services, including providing input into budgeting process, advising the VPA of unexpected, unusual, or emergency expenditures in a timely manner, and ensuring the efficient appropriation of fiscal resources.
  • Serve as member of College committees as assigned to provide subject matter expertise in the development of projects, goals and objectives that implicate facilities services, including strategic planning goals and initiatives.
  • Plan, guide and direct the research, analysis and preparation of specialized or technical reports in assigned areas of responsibility and compile reports and statistics as requested by internal stakeholders or as required for compliance with local, state, and federal laws and guidelines regarding facilities usage and related projects as required (e.g. hazardous substances control and handling, water quality reports, space inventory, etc.).
  • Collaborate with Department of Public Safety and others to implement effective emergency response systems, procedures, technology resources, and training programs to ensure a safe and secure campus environment, including on-site and after-hours staffing and supervision in the event of a major facility emergency on any College facility or site (i.e., room fire, floods or sewer backups, snow and ice removal, and severe weather such hurricanes or tornados).
  • Administer ongoing facility audits concentrating on energy management and environmental safety and develop, recommend and provide implementation leadership to energy conservation and sustainability projects and initiatives.
  • Assist with the planning, design, coordination, quality assurance, and management of construction, renovation and capital improvement projects from design phase to final completion and close out; analyze and project construction, repair and replacement costs, including the development of multi-year facilities renewal and deferred maintenance budgets.
  • Develop and monitor ongoing Preventative and Deferred Maintenance programs for all major mechanical and electrical systems of the College as well as for grounds and buildings.
  • In collaboration with Purchasing Department, administer all bids related to facilities including bid development, bid walk-throughs, pre-construction meetings, bid evaluation and bid recommendation, and serve as a liaison with architects, engineers, contractors, inspectors and testing agencies. Collaborate with, and advise Purchasing Department on appropriate Facilities related insurance coverages, and Facilities related insurance claims.
  • Participate in regular meetings with key stakeholders including project planning meetings, Board meetings, project meetings; and meetings with internal clients to provide status reports, discuss work schedules and progress of work orders, resolve issues and concerns, and ensure that expectations for quality, timeliness, and responsiveness are consistently met.
  • Aggressively review, monitor and evaluate existing programs and operations to improve effectiveness and efficiency and assure the highest quality of services to faculty, staff, students and visitors: solicit and obtain required approvals and implement operational modifications as needed to achieve departmental mission and objectives.
  • Maintain thorough knowledge of state and college policies and regulations as they relate to facilities management, student activities, labor, purchasing, and contract negotiations.
  • Assure compliance with applicable building, fire and life safety, and occupational health codes and regulations.

Minimum Qualifications

  • Bachelor's or Associates degree in Construction Management, Engineering, Facilities Services Management, Project Management, or a closely related field.
  • With a Bachelor's Degree, at least 4 years related experience managing and directing a comprehensive building maintenance program and plant operations; or with an Associate's Degree, at least 6 years related experience managing and directing a comprehensive building and grounds maintenance program and plant operations.
  • At least two years direct supervisory responsibility for a facilities portfolio in excess of 250,000 gross square feet of space.
  • Extensive knowledge of applicable codes and regulations for local, state and federal agencies regarding facilities and building services.
  • Availability to work evenings and/or weekends as may be needed.
  • Valid driver's license.
  • Work is generally performed in both an office environment and an outdoor environment, with frequent interruptions and irregularities in the work schedule. This position requires regular visits and meetings at all campus locations. Frequent walking, standing, climbing, lifting, stooping, or carrying of equipment and materials may be required. Incumbents may be required to lift and carry up to 25 pounds. Incumbent may be exposed to extreme temperatures, close quarter situations, high and precarious places, moving mechanical parts, and vibrations.

Preferred Qualifications

  • Formal training or certification in project management and process improvement methodology.
  • Experience managing diverse facilities services (i.e., building maintenance, environmental services, grounds keeping, plumbing, electrical, carpentry, HVAC, construction, landscaping, irrigation, fertilization, pest control, snow and ice removal, and energy conservation) on a college or university campus or other large, commercial, multi-site facility.
  • Experience maintaining and upgrading lab facilities such as culinary kitchens, aviation facilities, horticulture greenhouse, and/or allied health simulation and skills labs.
  • Experience managing up to 25-person facilities services staff including hiring, coaching and mentoring, professional development, performance evaluation, training, and discipline.
  • Experience managing, planning, design, coordination, quality assurance, and management of capital and grant-funded, construction and renovation, preventive and deferred maintenance projects.
  • Ability to read construction plans, schematics, job and construction orders, and knowledge of related facilities services such as IT resources and software (i.e. CAD, workflow programs).
  • Work history that demonstrates a consistent progression of career growth, management skills, as well as accomplishments related to the processes and improvements of building maintenance, custodial services and grounds keeping.
  • Previous experience working in a union environment with a shared governance philosophy.
