Chief Information Officer (CIO)

 Overview:

The Chief Information Officer at Cincinnati State maintains operational, strategic and fiscal responsibility for all aspects of technological innovation, advancement and implementation of information/communication systems at the College. This position requires relationships with administrators, faculty, staff, and students. The Chief Information Officer will have frequent contact with various government agencies and officials, computer hardware and software vendors, professional organizations, other colleges and universities, as well as business and industry. This position requires an individual with the ability to develop and articulate a vision beyond the confines of the traditional compartmentalized roles of information technology, and demonstrate diplomacy, tactfulness, creativity, enthusiasm, perseverance and good judgment. The Chief Information Officer is responsible for aligning technology with organizational goals.

 

Essential Duties:

    

  • Plan and coordinate College-wide information and communication technology acquisitions and services.
  • Develop and oversee a College-wide technology plan, including security and back-up procedures, which incorporates continuous quality review.
  • Provides strategic and tactical planning, development, evaluation, and coordination of the information and technology systems for the College
  • Identify and establish technology-related budget priorities.
  • Oversee the development and operation of the hardware and software infrastructure necessary to support emerging academic and administrative computer/communication needs.
  • Establish institutional technology priorities and technology management.
  • Develop policies and procedures relating to information security.
  • Develop policies and procedures related to site licensing of software and other technology. Negotiate and manage related contracts.
  • Consider the recommendations of the various committees throughout the college and act upon the recommendations whenever appropriate.
  • To lead and understand the needs of the end users.
  • Develops and implements user training programs.
  • Enhance the use of technology to benefit the goals of the College.

 

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in Information Systems or closely related discipline.
  • Minimum of eight (8) years of progressive senior administrative and IT responsibility.
  • Proven leadership, vision and broad technical knowledge relative to administrative and academic computing.
  • Demonstrate experience in budget development and implementation including capital infrastructure planning.

 

 

 

Preferred Qualifications:

  • Master's degree from an accredited college or university in Information Systems or closely related discipline.
  • Demonstrated ability to lead, the skills to develop leaders, and the ability to project a strong positive image of the institution with parents, students, faculty, staff, and others.
  • A record of successful leadership while directing the efforts of professional staff in a complex organization is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds.
  • Excellent writing, speaking, and interpersonal skills are required. The ability to work effectively and collegially within a large, complex college system and to negotiate with a wide range of constituencies.
  • IT administration experience in higher education, particularly in a community college setting.

 

Desired Competencies:

  • Proven leadership, vision and broad technical knowledge relative to administrative and academic computing including current and emerging trends in enterprise-wide systems for education and a curriculum delivery system (LMS).
  • Ability to demonstrate a strong orientation and commitment to customer service.
  • Extensive budget and finance experience.
  • Ability to multi-task and manage simultaneous projects.
  • Ability to communicate complex concepts in a clear and understandable manner.
  • Ability to develop, articulate and implement a vision of information technology for the College.
  • Experience with multi-site environments.
  • Demonstrate proven successful experience implementing the long-term technical strategy of an organization.
  • Advanced knowledge of both technology and leadership and the ability to integrate new or existing technology.
  • PMP and/or CAPM project management certification.
