Assistant Director, Buildings, Maintenance & Grounds

Overview

This action-oriented role serves as integral member of the Facilities team in defining and executing the leadership, strategic and tactical planning in line with the College's business objectives. This role provides continuous leadership to approximately 20 full-time staff and multiple disciplines of contracted services. This position will assist the Director in executing responsibilities of overseeing the life cycles of critical infrastructure including preventative, predictive and deferred maintenance, renovation and repair of existing facilities and directing internal and external resources.


Essential Duties

  • Assist with daily operations and mixed-use facilities inclusive of electrical, plumbing, mechanical/HVAC, refrigeration, general maintenance, event set-ups, environmental services, grounds operations and emergency situations.
  • Hire, train, assign, supervise, and evaluate skilled staff, and ensure availability of necessary tools, parts, and supplies for staff to perform effectively and efficiently.
  • Analyze and resolve work and work-flow problems, assist employees in solving work problems and identifying opportunities to improve processes and increase productivity and efficiency throughout department.
  • Establish and maintain familiarity with the provisions of any relevant labor agreements and labor relations laws and protocols associated with managing or supervising assigned union employees, including disciplinary process, grievance procedures, performance management, labor relations, and negotiations..
  • Plan and direct the efficient work activities of personnel and contractors by establishing and modifying work methods, schedules and priorities using the departmental and CMMS work order system ensuring all KPI's are met or exceeded, and that customer standards are upheld.
  • Ensure optimal utilization by personnel of all automated control systems, including data collection and analysis. Secure training of personnel on systems as updates and/or turnover may require.
  • Update Operations & Maintenance Plan on a routine basis; ensure personnel are held accountable for adherence and timely completion of all O&M and PM plans.
  • Work closely and collaboratively with the campus community and ensure department responsiveness to the needs of students, staff and faculty.
  • Recommend and assist with procurement and fiscal management activities associated with building and grounds maintenance activities, which may include: RFPs, and contracts for custodial, grounds and maintenance related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving employee purchases; ensuring compliance with college and public purchasing rules; and/or performing other related activities.
  • In collaboration with Purchasing Department, administer bids related to facilities including bid development, bid walk-throughs, pre-construction meetings, bid evaluation and bid recommendation, and serve as a liaison with architects, engineers, contractors, inspectors and testing agencies.
  • Assist during emergency situations and coordinate special tasks as assigned. Trouble-shoot and respond to after-hour issues as needed regarding the operational aspects of the facilities such as HVAC issues, fire alarm malfunctions, electrical outages, water leaks, etc.
  • Conduct routine asset inventories and building assessments, providing recommendations and priorities to the Director.
  • Assist Director with the planning, design, coordination, quality assurance, and management of construction, renovation and capital improvement projects from design phase to final completion and close out; analyze and project construction, repair and replacement costs, including the development of multi-year facilities renewal and deferred maintenance budgets.
  • Maintain thorough knowledge of state and college policies and regulations as they relate to facilities management, student activities, labor, purchasing, and contract negotiations.
  • Assure compliance with applicable building, fire and life safety, and occupational health codes and regulations, and ensure personnel are trained accordingly to promote safe workplace practices and working environment.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor's or Associates degree in Construction Management, Engineering, Facilities Services Management, Project Management, or a closely related field.
  • With a Bachelor's Degree, at least 3 years related experience managing a comprehensive building maintenance program and plant operations; or with an Associate's Degree, at least 5 years related experience managing a comprehensive building and grounds maintenance program and plant operations.
  • Proficiency in work order systems and applications, Microsoft Applications, the use of personal computer hardware and peripherals and a variety of job-related software applications.
  • Working knowledge of BAS (Building Automation Systems), equipment life cycles, and PM (Preventative Maintenance) schedules.
  • Comprehensive knowledge of the tools, instruments, methods and safety practices pertaining to mechanical/HVAC, electrical and plumbing.
  • Must be able to lift and/or carry moderate weight (40-50 pounds), sit, stand, walk, climb stairs, ladders and access to roofs.
  • Thorough understanding of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties. Knowledge of or training in OSHA standards.
  • Valid driver's license.
  • Ability to work flexible hours as may be needed, including 1st and 2nd

Preferred Qualifications

  • Experience working with a wide range of trades and contractors, including, but not limited to, environmental, HVAC/mechanical, pest control services.
  • Experience working in a unionized environment
  • Experience working in an institution of higher education.
  • Computer Aided Design (CAD) experience.
  • Experience working with State of Ohio contract and procurement requirements.
