Police Chief/Director of Public Safety

Overview:

Cincinnati State Technical & Community College provides Greater Cincinnati affordable and accessible education and training in technical associate degrees and certificates as well as transfer pathways for the Bachelor-bound student. Cincinnati State's professional police force serves four campus locations in Hamilton and Butler Counties as well as its Cincinnati West Airport in Harrison, Ohio. The Chief of Police/Director of Public Safety is responsible for planning, organizing, managing and directing police, safety, security and risk management programs in accordance with all applicable federal, state and local laws and regulations.

The Chief of Police is responsible for planning, directing, coordinating, controlling, and staffing all activities of the department and training of its personnel. The position is responsible for the department's continued and efficient operation, for the enforcement of rules and regulations within the College and the department, for the completion and forwarding of such reports as may be required by proper authorities and for the department's relations with local citizens, the local government, and other related agencies. As both the Chief and Director of Public Safety, this position is responsible for the development, implementation, and management of campus safety and security programs and services including but not limited to security, environmental health and safety, fire safety, emergency management, and parking management.

The incumbent must be thoroughly knowledgeable in concepts of modern law enforcement and community policing and be able to provide leadership, direction and administration to a complex organization.

Essential Duties:

  • Leadership and management of the Public Safety Department and Campus Police force, a 24/7/365 operation at four campus locations, including hiring, training, direction and supervision.
  • Coordinate the implementation of community policing strategies and ensures all officers are trained accordingly.
  • In collaboration with the Lieutenant, selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training and development.
  • Stay abreast of developments in the field of campus security, safety, crime prevention, law enforcement and emergency preparedness and serves as the campus expert in these areas. Maintain current knowledge of all Title IX and Clery Act requirements and reporting.
  • Serve as a liaison for the Police Department with other College departments, divisions, and outside agencies including local police and fire departments; works closely with College departments and student groups to assure security and safety of campus and public activities. Develop and maintain lines of communication and cooperation with peers in surrounding local, state, and federal agencies; coordinate joint operations.
  • Respond to and resolve difficult and sensitive student and citizen inquires and complaints.
  • Develop and manage the department's annual budget; research, seek and manage grant funds; oversee purchase card and check purchases; plan for and review specifications and needs for additional personnel and equipment.
  • Oversee the preparation of required crime incident reports including monthly reports to the Board of Trustees, federal Clery Act compliance, preparation of the Annual Security Report.
  • Develop, implement and drill threat mitigation emergency preparedness strategies including emergency safety drills on a consistent and regular basis.
  • Respond to crimes in progress, emergencies, crises, etc.; determine mutual aid needs for additional police, fire and EMS personnel; oversee and participate in the patrols of buildings and grounds.
  • Continuously monitor, review and evaluate the efficiency and effectiveness of service delivery methods, procedures and results; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and implement as needed.
  • Provide training sessions on environmental safety topics to selected groups and/or individuals as needed. Chair the College Safety Committee and convene regular meetings of the committee. Provide oversight for the identification, development and presentation of safety and crime prevention programs, training, and education for faculty, staff and students.
  • Ensure that day-to-day security, public safety functions, and new initiatives are aligned with the College's Strategic Plan.
  • Serve as an active member of the BIT (Behavioral Intervention Team), participate on special college projects and/or committees as may be relevant and/or assigned.
  • Develop and implement appropriate policies to address environmental safety exposure and ensure compliance with applicable codes and standards at both the State and Federal level. Work with various departments to maintain the Master Chemical List and Material Safety Data information and coordinate the removal of hazardous waste from the College.
  • May need to work police shifts as necessary, and based on staffing needs.
  • Coordinate the inspection, testing and repair of all AED equipment, fume exhaust hoods, all fire suppression systems, fire alarm systems, and intrusion alarm systems at all campuses. In collaboration with the IT Department, ensure the development, maintenance and testing of the various campus safety communication tools, including emergency notification phones, building alarm systems, digital signage, and Cincinnati State website.
  • Coordinate the College Fleet safety and maintenance programs.
  • Serve as point of contact to outside entities on all safety related issues.
  • Represent the College at Ohio Campus Law Enforcement Association (OCLEA), the Hamilton County Police Chiefs Association and/or Board of Trustees meetings as may be needed and/or required.

Minimum Qualifications:

  • Bachelor's degree in Criminal Justice, Public Administration or relevant discipline from an accredited college or university.
  • Ten years of increasingly responsible law enforcement experience AND three years of administrative and supervisory responsibility at the command level (Lieutenant or above).
  • Current Ohio Peace Officer state certification
  • Position requires on-call duty and varied schedule based on College events and staffing.
  • Valid driver's license
  • Above average computer and software competencies in Microsoft Office Suite, law enforcement data systems.

Preferred Qualifications:

  • Experience leading a public safety agency in a College or University setting and knowledge of Clery Act and Title IX compliance.
  • Master's Degree in Criminal Justice, Public Administration, or relevant discipline from an accredited college or university
  • Certification in CPR, First Aid, AED, firearms; OSHA environmental and safety standards

  • Ability to communicate needs, instructions and decisions clearly, as well as adapt the style of communication to meet the needs of the particular audience.
  • Understanding of the College community and active commitment to policing reflecting its unique customer needs and concerns.
  • Displays motivation, commitment, perseverance, initiative, and acceptance of accountability for making things happen and achieving results.
  • Acts with a high degree of integrity and conscientiousness.
